I have my levelor blinds stuck?

My blinds are stuck In a high position and I can't seem to be able to adjust them. I know it's a trick with a certain way of pulling the cords, but I have forgotten the way to do it. Any help would be appreciated.

Try holding the string diagonally at the middle of the window and pulling. The closer the string is to the edge of the blinds, the tougher it will be to adjust.

I clean mine... one at a time. Meaning with some pledge and a washcloth, I stand there cleaning one slot at a time. very tedious and boring but if they are that bad, then I do it.

Spring is approaching, and I need to get stuff done. Other than taking the blinds outside (too cold this weekend), what other speedy way can I get them clean ? Spray them with something and dunk them in a tub ?

i fill the tub with cold water, add a little bleach and let the blinds sit in the tub for an hour. after that they look like brand new
